Your telegram No. 409.

Persons mentioned in Tientsin telegram to me of May 20th

as being in possession of bombs are not two of the four

alleged to be implicated in Cheng's assassination, but were

arrested and interned last February. So far as I am aware

the Japanese are not out for their blood.

I have received your telegram No. 410 which has crossed

my telegram No. 486.

Addressed to Foreign Office; repeated to Tokyo No. 316

and Tientsin No. 154.
